Make sure you're not in the tall grass. It can be used in the normal lawn. I used to walk on the grass, which is almost as big as my screen. It also covers the Poke Radar, so you easier to use. I'm going to half and use a Max Repel. Make sure walked 50 steps to load to the harbor radar. Generally have a higher level pokemon that leads outside. Can a lower level, so that when I am for an answer and turn it might take more easily. BTW, which beat the elite 4 Right? I do not think it can be used until you get your national dex, but may be wrong.
